Dustin Kulling is the Captain of Field Forces at the San Joaquin County Sheriff’s Office, serving his 25th year in California law enforcement. He currently leads a major division of over 240 sworn and non-sworn staff members who provide front-line law enforcement services to the community. Dustin’s oversight includes the Hostage Negotiation Team, Explosive Ordnance Disposal, SWAT, UAS, Marine Safety, Canine, Search and Rescue, Mobile Field Forces, the Mounted Patrol Unit, and Crime Analysis.
Dustin holds both a B.S. and M.Ed. from Liberty University, and is currently working on a Ph.D. He is a graduate of the POST Command College, and the Founder and President of the California Command College Alumni Association. As a student of the POST Master Instructor Certification Course, he is currently developing science-based coursework that explores the interactivity of officer wellness, de-escalation, and field tactics.
He is an IADLEST Nationally Certified Instructor, and an Instructor II with the organization ‘Yoga for First Responders,’ where he teaches first responders to achieve peak performance and process job-related stress constructively.
He serves as a Committee Member for the OES Region IV Local Emergency Planning Commission (LEPC), he is a Lifetime Member of the California State Sheriff’s Association Foundation and a member of the California Tactical Officer’s Association.
